Investigador argentino procesado por el diseño del inventario de glaciares 

El 27 de noviembre de 2017 el Juez Federal Sebastián Casanello procesó al Dr. Ricardo Villalba (Investigador Superior de CONICET, ex Director del Instituto Argentino de Nivología, Glaciología y Ciencias Ambientales (IANIGLA) y del Inventario Nacional de Glaciares (ING), por el delito de “abuso de autoridad†dentro de la causa 16156/16 iniciada por los abogados de la Asamblea “Jáchal no se toca†de la provincia de San Juan. Esta causa se origina por una denuncia de contaminación por parte del proyecto minero Veladero (operado por Barrick Gold), que produjo entre 2015 y 2016 derrames de solución cianurada hacia un tributario del río Jáchal. 

Esta injusta acusación ha tenido el efecto inmediato de desacreditar ante la sociedad el trabajo realizado por el IANIGLA, institución de CONICET abocada desde hace más de 40 años al estudio y conservación de los recursos naturales de nuestra Cordillera de los Andes. Esto se ha visto agravado por el hecho sin precedentes de procesar penalmente a su ex Director, el Dr. Ricardo Villalba, quien fuera el principal científico promotor de una "Ley de Protección de Glaciares" en Argentina, y quien ha tenido durante su prolífica carrera científica un compromiso permanente con la divulgación de la importancia de la Cordillera como reserva hídrica y como recurso natural de invaluable importancia científica y socio-económica. Entre muchas otras distinciones, esta tarea le ha valido al Dr. Villalba ser co-recipiente del premio Nobel de la Paz en 2007, no sólo por su extraordinaria contribución al conocimiento científico, sino, fundamentalmente, por su compromiso de acercar estos conocimientos a los tomadores de decisiones y al público en general a través de los informes del Panel Intergubernamental de Cambio Climático (IPCC).

Argentine scientist indicted over design of glacier inventory 

In November 27, 2017, the Argentinean federal judge Sebastián Casanello indicted Dr. Ricardo Villalba, Senior Research Scientist of CONICET (National Research Council of Argentina), former Director of IANIGLA and the National Inventory of Glaciers (NGI), for the crime of “abuse of authorityâ€. This legal action was initiated by the lawyers of the Asamblea “Jáchal no se toca†from the province of San Juan after reports of contamination by the Veladero mining project (operated by Barrick Gold), which produced between 2015 and 2016 cyanide spills towards a tributary of the Jáchal River. According to the judge and the complainant lawyers, if IANIGLA had included the ice bodies smaller than one hectare in the NGI , the toxic spills would have been avoided because this mining company could not have operated in this area. 

This unjust accusation against Dr. Villalba as the former Director of IANIGLA and of the National Glacier Inventory has had the immediate effect of discrediting IANIGLA, which for forty years has been the leading national institute in the study of the environment and natural resources of the Argentinean Andes. This is exacerbated by the indictment of Dr. Villalba, who was the key scientist promoting the “Law for the Protection of Glaciers†promulgated by the National Congress of Argentina in 2010. During his prolific career, Dr. Villalba has demonstrated a strong commitment to public engagement and outreach on the topic of water resources for which the Law of the Glaciers is an extraordinary milestone. Among Dr. Villalba’s many other achievements and recognitions, he is a co-recipient of the Nobel Peace Prize in 2007, which recognizes both his scientific accomplishments and sustained engagement with decision makers through his work on the Intergovernmental Panel on Climate Change (IPCC).
